And we'd quite like an 11 year planned focus on proven initiatives in education (not 'flavour of the month' or 'media darling of the year' or 'catchy title' ones).

How about agreeing that professional matters such as Professional Learning and Development (PLD) for teachers should be in their collective agreement?
