“As part of the 2023 STCA and ASTCA settlements PPTA members received a one-off gross payment of $710, which was to provide a net of tax amount for renewal of a teaching practicing certificate during the term of the agreement.

The agreements also provide for the central payment of the fee to gain a full practicing certificate for beginning teachers who hold a provisional practicing certificate until the expiry of the Agreements. Currently the fees and levy amount to $512.37.”

Teaching Council fees payment for PCTS – update

The government announced on 28 April 2025 that fees and levy for practising certificates issued or expiring (and renewed) between 1 July 2025 and 30 June 2028 will be paid by the government. Hapori Matatū will automatically adjust the fees and levy that you will have to pay. 

Advice on Teaching Council website - Payment under collective agreement

Eligible teachers holding a Tiwhikete Whakaakoranga Tōmua | Provisional Practising Certificate will no longer have to pay Teaching Council fees when applying for a Tiwhikete Whakaakoranga Tūturu | Full (Category One) Practising Certificate from Thursday 23 November 2023 following the implementation of changes to the Council’s Hapori Matatū online system to support central payment by the Ministry of Education (MoE). 

Following the variation to collective agreements for primary teachers, secondary teachers, area school teachers, and kindergarten teachers, head teachers and senior teachers' in 2023, Teaching Council fees for eligible teachers holding Tōmua | Provisional practising certificates applying for a Tūturu | Full (Category One) are funded by the Ministry of Education (MoE) during the respective terms of these agreements. 

If you are an eligible teacher holding a Tōmua | Provisional practising certificate that has already applied for a Tūturu | Full (Category One) full practising certificate, you may be entitled to a reimbursement from the MoE. To check if you're eligible for a reimbursement, please contact the MoE directly at TeacherRegistration.Payments@education.govt.nz
